Education & Learning Development

Built for Learners, Not Templates

Custom course development built by Meta Phoenix — with instructional design from Instructional Design Studio when your project needs it. 25 years of building learning that fits how your audience actually learns.

When generic courses don’t fit your learners

Off-the-shelf training was built for somebody else. The pace doesn’t match your team. The examples don’t match your work. The completion rates tell you what your learners already know — they’re not engaging.

Most learning failures aren’t a content problem. They’re a fit problem.

The Education & Learning Development practice exists for the cases where the course needs to be built around the learners — not the other way around.

What Education Development is

Education Development is Meta Phoenix’s e-learning capability — the part of our practice that builds, produces, integrates, and localizes online courses for higher education, corporate, health-sector, and government audiences.

Meta Phoenix builds and ships every course. When a project requires instructional design — strategy, analysis, learning architecture, curriculum design — we engage Instructional Design Studio (IDS) to lead that work. When the instructional design is already complete on your side, Meta Phoenix handles development directly. Either way, one relationship, accountable to you.

25+ years

of e-learning production. Our practice dates back to 1999 — from legacy CD-ROM to modern responsive SCORM, from single courses to enterprise learning libraries. We’ve built for institutions, agencies, and global brands. We know what works, what scales, and what learners actually finish.

The Capability Set

Five capability areas across one connected learning practice — every engagement draws on the ones that fit.

Four distinct architectural complexes representing higher ed, corporate, health, and localization audiences, connected to a central hub by glowing pathways

Educational Content & Course Development

Custom learning content, e-learning modules, full courses, microlearning, interactive activities, assessments, and scenario-based learning.

For teams that need original course content built to spec.

Instructional Design & Curriculum Partnership

Instructional analysis, learning design, curriculum planning, content architecture, course mapping, and learner pathways — led by Instructional Design Studio when your project requires it.

For projects that need instructional design before development.

E-Learning Production & Authoring

Articulate Storyline 360, Rise 360, and Adobe Captivate production; media integration; assessments; knowledge checks; accessibility.

For organizations building interactive online courses.

LMS & Platform Experience

Course development and implementation across Canvas, Blackboard, Ethos, and D2L — built to deploy cleanly in your environment.

For higher ed, enterprise, and workforce training teams.

Education Translation & Localization

Articulate Localization workflows supporting 250+ languages — translation, cultural adaptation, and multilingual course production.

For global audiences and multilingual learner groups.

Built on the tools you already trust

We work in the platforms learning teams use every day. Bring us the LMS you’re committed to — we build to it.

Articulate Storyline 360 Articulate Rise 360 Adobe Captivate Canvas Blackboard Ethos D2L

Reach learners in 250+ languages

Articulate Localization workflows let us build a course once, then ship it to learners worldwide — translated, culturally adapted, and ready to deploy on the same LMS.

For multinational corporates, NGOs, and public-health agencies, multilingual is the difference between a course and a system.

How an engagement works

1

Discovery

We map your learners, outcomes, and platform constraints, and confirm whether your project needs instructional design, development, or both.

2

Instructional Design

When instructional design is part of your engagement, Instructional Design Studio leads learning architecture, curriculum, course mapping, and learner pathways. Skip this step when your instructional design is already done.

3

Production

Meta Phoenix builds in Articulate Storyline / Rise / Captivate. Media, assessments, accessibility — by default, not as an upgrade. You see iterations as we go.

4

Launch

Course deploys cleanly into your LMS (Canvas, Blackboard, Ethos, D2L). We stay engaged through launch and iterate based on what learners do.

Is Education Development right for you?

This is a fit if you...

  • Need course content that’s specific to your audience, your domain, or your platform
  • Are deploying into Canvas, Blackboard, Ethos, D2L, or a similar enterprise LMS
  • Want learning that meets accessibility standards by default
  • Need to reach learners in multiple languages
  • Are willing to invest in instructional design — not just production

This is NOT a fit if you...

  • Just need to license existing stock training (use a content marketplace)
  • Want fixed cost for unfixed scope
  • Need real-time virtual instructor delivery (we build async / self-paced courses)

How investment works

Two paths — one per project, one ongoing. Every scope is defined individually.

Project-Based Course Development

Scoped per course based on whether instructional design is part of the project, production complexity, media requirements, and localization. Every scope formalized in a working document — not pulled from a price table. Investment ranges from single courses through full multi-course curricula.

Ongoing Learning Partnership

For organizations with continuous content needs — quarterly compliance updates, multilingual rollouts, course library maintenance, or LMS-specific content streams. Scoped as a recurring engagement with predictable monthly capacity.

FAQs

Common questions about Education Development

Production experience in Canvas, Blackboard, Ethos, and D2L. We build SCORM and xAPI packages that deploy cleanly into your existing environment. If you’re on a different LMS, we can usually build to it — most enterprise systems accept the same standards.

Yes — via Articulate Localization workflows. We build the master course once in Storyline or Rise, then run the localization pipeline for every additional language. Includes translation, cultural adaptation, and final QA in-language.

Depends on scope. Microlearning modules: 4–6 weeks. Standard self-paced courses (1–3 hours of learner time): 8–12 weeks. Full curricula with multiple courses and assessments: 4–6 months. Localization adds 2–4 weeks per language batch. We define timeline alongside scope during Discovery.

It depends on the project. When instructional design is required, Instructional Design Studio leads strategy, analysis, and design. Meta Phoenix handles all of the development — Articulate production, media, integration, and launch. When the instructional design is already complete on your side, Meta Phoenix handles development directly. Either way, Meta Phoenix owns the relationship and the accountability.

With a Learning Assessment — a working conversation where we map your learner audience, your outcomes, your platform, and the gap your current learning isn’t closing. If a custom build isn’t the right answer, we’ll tell you. If it is, we move into scoping.
